The Regulation of TUBITAK Support Programs were Published
General procedures and principles regarding the support program, which will be established to meet the community's need for R&D based projects and program-based needs, have been determined.
Regulation on R&D-based Projects Support Program of Scientific and Technological Research Council of Turkey (TÜBİTAK) has been published on the Official Gazette and come into effect.
According to this, applications for the project or programs within the scope of support programs will be made through call, invitation, or directly. Applications will be accepted at any time without a time or period limit. Details of application requirements will be announced by TÜBİTAK. The evaluation of applications will be made within the framework of the relevant support program and following the procedures determined by TÜBİTAK. A contract will be arranged by TÜBİTAK for the project or program decided to be supported. The project or program will start on a date given by TÜBİTAK after all relevant parties have signed the contract.
Regarding the monitoring of the supported project or program, the required information, documents, and reports will be sent by the relevant institutions in a format and time specified by TÜBİTAK. TÜBİTAK will choose the institution to control the correspondence and monitoring process of the project or the program. TÜBİTAK will impose sanctions for the information, documents, and report that are not delivered in the format and time specified, and the following procedure will be arranged by the regulations. TÜBİTAK has the right to assign persons or get help from institutions and organizations to follow and inspect the scientific, technical, administrative, and financial development of the project or program. For this purpose, it can also form special commissions when necessary.
After the reports including all scientific and technical developments of the project or program is submitted to TÜBİTAK, it will start the evaluation process by taking these reports and financial report into consideration. If TÜBİTAK decides that the project or program is concluded after the evaluation, the relevant parties will be informed about this decision. TÜBİTAK will be able to develop process for the use, dissemination, and application of the results of the project or program announced by TÜBİTAK to be concluded.
Situational Changes and Financial Matters
In the event that the project or program is determined to have not been conducted or concluded in accordance with the foreseen objectives and goals, actions might be taken to stop, repeal, or cancel the project or the program, or to change its scope. Within the scope of the project or the program, the expenditure items "personnel, travel, tools, equipment, purchase of software and program, purchase of consultancy service or other services, material and consumption, scholarship expenses" will be supported within the framework of the relevant legal provisions. Different indirect or direct expenses belonging to the project or the program will be supported if they comply with the Law numbered 278 and are deemed appropriate by TÜBİTAK. The budgets for projects or programs will be determined by TÜBİTAK. Budgetary changes will be possible within the framework of the regulations. Within the scope of the project or the program, the executive institutions will be given the authority of appropriation. Limitations and other matters regarding this will be specified under the regulations. In the event that the project or program is determined by TÜBİTAK to have been conducted in accordance with the foreseen objectives and goals, the allowance plan and appropriation will be made according to the cash position of TÜBİTAK.
Intellectual and Intellectual Property Rights
In the event that an intellectual product that might be the subject of intellectual property, such as invention (patent, utility model and similar inventions), design, artifact, integrated topology of network, and technical information, is produced during the process of conducting the projects and programs, action will be taken in accordance with the regulations to be approved by the Science Committee. TÜBİTAK will be able to create a new support program and change the scope of the existing programs in accordance with the objective and scope of the relevant regulations.
