Spreading the Knowledge of the Intellectual Property Rights at Universities

The steering committee meeting of the Project for Dissemination of Information on Industrial Properties in Universities was held in Istanbul on December 11, 2015.

President of Turkish Patent and Trademark Office Prof. Dr. Habib ASAN made a presentation on the importance of intellectual property rights, the number of applications, universities, R & D, innovation and Intellectual Property Rights relationship, and outlined the situation in Turkey.

Prof. Dr. Habip ASAN, in his speech, stated that the EU perceived itself to be backward in 2000 compared to the USA and Japan in the area of the knowledge economy, and with the aim to catch up with America and Japan in terms of competition, knowledge economy, employment, education, innovation, the EU made the decision to make the EU the most competitive community in the world in 2010 with the Lisbon Strategy. However, he explained that they could not achieve this due to the economic crisis and that they revised the date to 2020.

Pointing out that Turkey is also included in this project as a candidate country Prof. ASAN stated that this project was created in cooperation with the European Patent Office in order to increase the patent awareness in universities and to commercialize the knowledge produced at the university, and thus universities were also involved in the project for it to be successful.

Prof. ASAN mentioned the 2023 vision of our country which includes the rate of unemployment falling below 5%, national income per capita increasing to 20-25 thousand dollars, and export figures rising up to 500 million dollars. Especially regarding the export target, success can be achieved by switching to a high-tech product structure with high value-added intellectual property products heavily based on knowledge. Prof. ASAN stated that knowledge-intensive products have no limits and explained the importance of universities at this point with examples.

Speaking of the increasing importance of Intellectual property rights in recent years, Prof. ASAN gave information about the TPE's role in this area and other elements in the system. He pointed out that in the 64th Government Action Plan; the renewal of the legislation on industrial properties by enacting the Patent Law is among the activities to be carried out within 6 months in 2016.

Stating that by the end of 2015, the number of domestic patent applications is expected to reach 5,000, Prof. Dr. ASAN said that when patent and utility model applications are considered together, approximately 9000 applications for inventions were made. However, he added that these inventions could not be transformed into products with high added value and could not be used as a means of wealth.

Explaining how the innovation cycle takes place, Prof. ASAN stated that in order for information to be transformed into an intellectual product, it must first be transformed into an Intellectual Property Rights application, and in the next stage, the invention must be transformed into a product by entrepreneurs and transferred to the real economy. He stated that the innovation cycle is actualized when this process is completed. “We can talk about the innovation cycle if this system works well. In Turkey, there is a problem in the second leg of this cycle. In order for the information to be transformed into an intellectual product and commercialized, it must be quality information. We need to increase the quality percentage. We need to produce qualified information, transform this information into an intellectual product and then succeed in transferring it to the real economy." He stated that the Project for Dissemination of Information on Industrial Properties has been initiated for this purpose in Turkey.

He emphasized the importance of increasing the quality and commercialization of the knowledge produced in universities.

Stating that even ensuring the correct and adequate use of patents as a source of information in universities can be sufficient for the project to be successful, Prof. ASAN gave information about the changes that the Patent Law, which is expected to be enacted in the next term, will bring and the number of patent applications from universities.
